Yes. Coalition Victory is on the official Wizards of the Coast Commander Game Changers list. Says "you win the game" — no combat, no damage, no interaction after it resolves.

Why is Coalition Victory a Game Changer?

Coalition Victory is on the list for what it says rather than how often it happens. An alternate win condition printed on a card asks a very different question of a table than a big creature does: once it resolves, nothing anybody holds matters. The setup is real — a permanent of every colour and a land of every basic type — but a five-colour deck built to do it will do it, and no amount of removal held up afterwards changes the outcome. Cards that end a game by rules text rather than by board state are precisely what the bracket system wants players to disclose ahead of time.

What bracket can I play Coalition Victory in?

  • Bracket 1 & 2 — not allowed. A single copy of Coalition Victory puts your deck above Core.
  • Bracket 3 (Upgraded) — allowed, and it counts as one of your three permitted Game Changers.
  • Bracket 4 & 5 — no limit, so it costs you nothing here.
