Yes. Bolas's Citadel is on the official Wizards of the Coast Commander Game Changers list. Casts your whole library off the top, paying life instead of mana.

Why is Bolas's Citadel a Game Changer?

Bolas's Citadel replaces your mana with your life total, which in Commander is a much larger resource. In a low-curve deck it chains most of the library in a single turn, and with any life-gain or sacrifice outlet it stops being a value engine and becomes a combo. The reason it belongs on the list is not the raw card advantage — it is that the Citadel turn is usually non-interactive: everything happens at sorcery speed on one player's turn, and by the time the table gets priority back the game is decided.

What bracket can I play Bolas's Citadel in?

  • Bracket 1 & 2 — not allowed. A single copy of Bolas's Citadel puts your deck above Core.
  • Bracket 3 (Upgraded) — allowed, and it counts as one of your three permitted Game Changers.
  • Bracket 4 & 5 — no limit, so it costs you nothing here.
